Statement by the President on Faculty and Staff Wage Policy

The University of Liberia (UL) Administration has proposed
a progressive living wage policy for its faculty and staff
effective July 1, 2007.
The
proposal, which is part of the Fiscal Year 2007-08 Budget
of the University, will be presented to the UL Board of Trustees
and the Visitor of the University later this month for approval.
Underpinned
by the Government of Liberia's Poverty Reduction Strategy,
the minimum wages at the University, under the new policy,
are now L$3,190 for staff and L$14,645 for the faculty.
Fiscal
Year 2007-08 faculty wages will begin to recoup pre-war salaries,
starting July 2007, with a 30% coefficient, or adjustment
factor, applied to the difference between pre-war and current
salaries, as elevated last year. October 2007 salaries have
already been adjusted to be disbursed shortly, after the University
receives its subsidy check for this month from the Ministry
of Finance.
The
University has also included the remaining two-month salary
arrears of the faculty and staff for 2001-2003 in its current
budget. Since the Government of Liberia's support to the UL
is prorated over 12 (twelve) months and paid through a voucher
system, via the Bureau of the Budget, and the Cash Management
Committee of the Ministry of Finance, the University relies
on its other revenue from account receivables, fees and donations
to complement its operational costs.
The
institution's November 2007 allotment, to be paid by the Government
of Liberia, includes the balance of faculty and staff adjusted
salaries for July, August and September, and the remainder
two month's faculty arrears for 2001-2003.
The
faculty should continue to exercise restraint and patience
and carry out their academic responsibilities, including submitting
student grades on time. This will support the time-honored
integrity and principle of the University as a student-centered
institution, to which individual faculty members are obligated.
In
this respect, the Administration advises deans, chairpersons
and individual faculty members to comply with the 96-Hour
grade submission policy of the University in order to start
student registration on time for the Second Trimester.
